Standard Operating Procedures (SOP) for Finance and Accounting
A finance function that depends on one person’s memory is a risk the moment that person is on leave, resigns or makes a mistake. Standard operating procedures turn how the books are kept, how suppliers are paid, how invoices are raised and how tax returns are prepared into written, repeatable steps that any competent member of staff can follow and any auditor or inspector can review.
Reflechir writes and implements finance and accounting SOPs for UAE businesses, drawing on the procedures we run for our own outsourced accounting clients and on the requirements of the FTA, free zone authorities and external auditors.
When a business needs documented procedures
- Growth beyond the founder: the owner can no longer approve every payment and check every invoice; controls have to replace personal oversight.
- Staff turnover: a departing accountant takes the process with them, and the replacement starts from scratch. Written procedures make handover a matter of days rather than months.
- Audit and regulatory findings: auditors, free zone authorities and the FTA increasingly ask how a process works, not just what the numbers are. Management letters and inspection reports routinely cite the absence of documented procedures.
- Tax compliance at scale: VAT invoicing rules, corporate tax record-keeping and the coming e-invoicing mandate all require consistent steps that cannot be left to individual judgement.
- Multiple entities or locations: group companies in different free zones, branches and outsourced staff all need to do things the same way for consolidation and transfer pricing to work.
- Preparing for sale, investment or franchising: buyers and investors pay for a business that runs on systems, not on the owner.
What the SOP service covers
- Process mapping: each finance process is walked through with the people who do it, documented as it actually runs, and compared with how it should run.
- Core finance SOPs: purchase-to-pay, order-to-cash, payroll and WPS, expense claims, petty cash, bank and credit card reconciliation, fixed assets, inventory, month-end close and management reporting.
- Tax and compliance SOPs: VAT invoice issuance and checking, VAT return preparation and review, corporate tax record-keeping and filing, e-invoicing readiness, and document retention in line with FTA requirements.
- Controls and approvals: authorisation limits, segregation of duties, maker-checker steps and exception handling, sized to the business rather than copied from a corporate template.
- Templates and checklists: the forms, registers, review checklists and calendars that make each procedure operable on day one.
- Implementation and training: procedures are rolled out with the team, tested for one cycle, adjusted, and then signed off. Reflechir can also run an annual review so the SOPs stay current as regulations change.
How the engagement works
The scope is agreed as a list of processes, with a fixed fee per process or for the full finance manual. Reflechir interviews the process owners, drafts each SOP with its flowchart, controls and templates, and reviews it with management. After a live test cycle the final manual is issued in editable format, and staff are trained on their parts of it. A typical SME finance manual of ten to fifteen procedures is completed in four to six weeks.
Why Reflechir
- Procedures we use ourselves: the SOPs are adapted from the processes Reflechir runs for its own outsourced accounting and tax clients, so they are tested in practice, not theoretical.
- Written to UAE requirements: VAT, corporate tax, WPS, free zone reporting and e-invoicing obligations are built into the steps rather than added as an afterthought.
- Right-sized controls: the level of approval and segregation is set to the size of the business, so the procedures are followed rather than worked around.
